I CONCUR 100%.
I had the same explanation of the reason for the endless abbreviations/codes in NOTAMS and WX reports in the 70's. It May have been a legitimate explanation in the 50 year ago past, but teletypes went out favor long long ago. If the real goal is safety, then this antiquated system would be long gone. TFRs have the same ancient affliction.

The FAA wants us to take a refresher course, if you need it, to decipher NOTAMS. I was taught back in the 1970s that NOTAMS need this contracted, abbreviated language because teletypes are slow and it would take too long to send in plain language. With today’s computer technology it would be much safer to print NOTAMS and weather reports in plain English. I always select the plain language option on weather briefs from Leidos flight service.
Why are we still using this ancient shorthand?
